This has nothing to to with 'MIDI Automation' or 'GarageBand Automation', whatever that is.


Pitch Bend is a special MIDI Message (defined in the MIDI Specifications) that is sent from a MIDI Controller, most likely the Pitch Bend Wheel. This MIDI message will be recorded in GarageBand in the MIDI Region together with the other MIDI Events (MIDI Notes, Modulation, etc).


The Pitch Bend Message carries only a number. This is a 14-bit number, ranging from 0 to 16383. There is no information about the musical equivalent of an interval, how many semitones. That all depends on the MIDI Sound Module that receives the Pitch Bend information.

The Sound Module has to specify what interval equals the highest number of that Pitch Bend message. That means, if you send the same Pitch Bend number to two different synths (sound modules), that could result in a different pitched sound, one could interpret it as two semitones, the other one as 12 semitones.


Conclusion.

In order to set the a specific range how the synth 'reacts' to specific Pitch Bend numbers, you have to look at the synth settings. There should be a parameter (most likely 'Pitch Bend') that sets the maximum 'musical' bend (most likely semitones) based on the maximum Pitch Bend Number. If the Synth doesn't provide that parameter, then it is fixed and you cannot change it.

Unfortunately, GarageBand's internal synths don't provide any Pitch Bend settings and you have to live the fixed settings. The only option is to go to the MIDI Draw area in the Piano Roll Editor and change the Pitch Bend curve hight, but remember that the synth set the maximum pitch.
